All PO members (farmers) of POs, including non active members and farmers from other MS, benefiting from an operational programme should be accounted, whether
the POs manage their own operational programmes or only benefit from a
programme managed by their APO. <o:p></o:p>For Rural Development support, the number of
farms corresponds to the number of direct participants in the cooperation
project  for the relevant Financial Year.
In the year of set-up (e.g. PO), this will be an estimate, in subsequent years
the actual number is to be reported. <o:p></o:p>

Yes for double counting between Pillar I and Pillar II, novetheless, members
of PO cannot be accounted twice as part of a PO and APO.<o:p></o:p>
